A Burgher of the Old World.

A relatively new social class, Burghers are basically city-folk. Found amongst their ranks are merchants, traders, artisans, labourers and minor and middle government officials.[1]

Nobles tend to look down upon burghers, often dismissing and despising them as upstarted peasants. However the most successful and wealthy burghers are sometimes more powerful than many impoverished nobles, something which only infuriates these even further. Some burghers are even able to marry into poor noble families.[1]

Burghers seem to be the ruling class in Marienburg and Tilea. They are also relatively important in The Empire. Bretonnia doesn't seem to have many of them and they seem to be much less important.[1]
