The Council of State is normally appointed by a new Emperor of the Empire to advise him. [1]
Mattheus II, grandfather of the current Emperor, Karl Franz and a strong believer in democracy attempted to write a formal constitution around the Council of State, but this was blocked by the suspicious Electors. [1]
Composition
The Council always includes the Grand Theogonist of Sigmar but is also made up mombers of the most ancient noble family. [1]
Power
The council has no official power but controls access to the Emperor and advise him on finance, the military and other important matters. [1]
