Scourge in Excelsis military

Should Arika Zenthe's scourge privateers be considered part of excelsis' military?--User:IDthisguy

Is she part of the military of the city, Or is she just a mercenary hired by the city, Or just a mercenary that docks her ship in the city? It really depends on the situation(which I don't know what it is). If she is a mercenary hired by the city, make a sub-section under the military called mercenaries. Arika is an powerful and independant privateer whose activity is unofficially tolerated by the city as she keeps order amongst the other pirates in the geographoical area. If its in her interest or no other alternative her forces would defend the city - but its not certain, be like any K Overlords ships that might be present during an attack, theymight help or they might sail away - both could also be paid to join the other side.
