Igor the Terrible (reign unkown) was a former Tzar of Kislev. He led a brutal, bloody regime which has now become a folktale amongst the Kislevites. Igor was renown for being extremely paranoid and possibly insane. He felt that he needed to be kept safe both night and day from possible assailants. As a result he formed the Kreml Guard, the Tzar's elite bodyguards and guardians of the royal palace. This position still endures and is one of the few remnants of Igor's rule that remains.[1]
